of the OIC Member States


“Strengthening Women’s Participation and Roles in Economic Development

in OIC Member States”


4-6 December 2012


1. We, the participants of the Fourth Ministerial Conference on the Role of Women in Development of OIC Member States held under the theme “Strengthening Women’s Participation and Roles in Economic Development in OIC Member States” in Jakarta, Republic of Indonesia, on 4-6 December 2012 ( 20 - 22 Muharram, 1434H);


2. Guided by the teachings of Islam which stress the need for taking due care of women and granting them full rights;


3. Recalling Resolution No.3/32 C (b) on “Muslim Women and their role in the development of Islamic Society”, adopted at the Thirty-Second Session of the Islamic Conference of Foreign Ministers, held in Sanaa in 2005;


4. Appreciating the efforts undertaken by the OIC in implementing the OIC Ten Year Programme of Action, adopted at the Third Extraordinary Session of the Islamic Summit Conference in 2005 in Makkah;


5. Commending the OIC Secretary General for his extensive efforts in promoting the cause of women and in empowering them in the OIC Member States with a view to enabling them to play greater role in the development and participate in the decision making mechanism at all levels since the time of his assumption of office in 2005; and appreciating his support and initiative in setting off the first women Conference of the OIC Member States in Istanbul in 2006 and the subsequent three other meetings that brought about outstanding developments, including the OPAAW;


6. Taking note with appreciation country’s initiatives including the establishment of a region wide Knowledge and Information Center in Istanbul – Turkey, the holding of International Seminar on the “Eminent Ladies of Divine Religions” in Tehran - Iran; and in this regard encouraging all member states to continue their effort and to start other initiatives at national level and through bilateral and triangular cooperation among member states;


7. Recalling all the outcomes of the previous Ministerial Conference on the Role of Women in Development held in Istanbul, Turkey, 20-21 November 2006, Cairo Egypt, 24-25 November 2008, and Tehran, Iran, 19-21 November 2010; and in this regard, reaffirming commitments made within the OIC Plan of Action for the Advancement of Women (OPAAW) and the Mechanism for the Implementation of the OPAAW;


8. Recalling also the adoption of Tehran Declaration which has set new innovative themes and mainstream women empowerment issue and that the Conference in Tehran has also explore new avenue to achieve the aspired goals set by the member states in this field;


9. Recalling further the principles and all relevant resolutions of the United Nations on women, which are supported by OIC Member States;


10. Welcoming the United Nations General Assembly Resolution No. A/Res/67/19 on the Status of Palestine in the United Nations, which upgrade the status of Palestine to a non-member observer states;


11. Emphasizing that the safety and security of any Muslim country is important for all the OIC member states, we support the rights of the Palestinian people and call for ending Gaza’s siege which constitutes the worst violence against the defenceless and besiege women and children in the occupied Palestinian territory;


12. Reiterating the OIC’s commitment in addressing various challenges in 21st century faced by women worldwide, in particular women in Muslim society and in continuing efforts aimed towards reducing inequalities in all spheres of life, including access and opportunities to fully participate in development;


13. Mindful of the impact of the global uncertainties such as the continuing recovery effort from the financial and economic crisis, along with the threats of food insecurity and the energy crisis, as well as the challenges posed by unilateral sanctions, poverty, natural disaster and climate change, and on the advancement of women in OIC Member countries, and recognizing further that these challenges bring multiple discrimination to women, especially poor women, in their participation and roles in development;


14. Acknowledging that women can play a broader role, not only to reduce the effect of economic volatility, but also to maintain recovery efforts and to ensure sustainable and inclusive growth for the future;


15. Fully aware that violence against women in different forms and manifestations, would eventually undermine women to take part in economic and other productive activities in the societies and committing to take all necessary measures aimed at eliminating all forms of violence against women;


16. Recognizing women contribution to the GDP and their potentials as driver of inclusive growth; and that women’s full participation in the decision-making process at all levels will contribute to the increased legislations and policies that are mindful to the need and concerns of women, and in this regard, expressing concern that women remain underrepresented in the legislative, executive and judiciary bodies;


17. Acknowledging that education is a human right and that equal access to education empowers women and promotes development of all human rights, as well as gender equality, gender justice, the elimination of all forms of discrimination and violence against women and the eradication of poverty;


18. Recognizing the importance of family in the process of the political, economic and social development of the Islamic societies; and that the issue of family should continue to be part of the discussion of all meetings and forums related to women in the OIC;


19. Declaring our commitment to:


a. Implement gender mainstreaming as a key strategy for achieving gender equality, gender justice, and empowerment of women in all areas;


b. Promote people-centered sustainable development, including sustained economic growth, through the provision of basic education, lifelong education, literacy and training, and primary healthcare for women and girls;


c. Create necessary measures in eradicating poverty by ensuring women’s equal access to full employment and decent work, among other, through the consideration of measures to remove structural and legal barriers, and to provide women with the economic opportunity for economic empowerment to be self-sufficient through the development of household and cottage industries;


d. Implement specific and temporary special measures to eliminate discrimination against women and girls in the decision making activities and processes, and work towards increasing women’s representation in legislative, executive and judiciary bodies and their standing in public sectors and service;


e. Increase women access to basic services and healthcare, including through provision of adequate budgeting for health and provide free healthcare for women who are poor and marginalized;


f. Ensure women’s access to education, as well as vocational training at all levels that would encourage and maximizes their potential, and provide them with necessary skills and capacities to enter the labor market;


g. Improve the quality of education at all levels for both boys and girls, through improving learning conditions, teacher trainings, and curriculum development;


h. Develop gender sensitive curricula for educational programmes at all levels and take concrete measures to ensure that educational materials portray women and men in non-stereotypical roles, in order to address root causes in segregation in working and social life;


i. Increase enrolment and retention rates of girls in education, inter alia by allocating appropriate and adequate budgetary resources, enlisting the support of parents and communities, providing financial and other incentives targeted at families, including access to free compulsory education at primary level;


j. Increase women’s and girls’ equal and effective access to and use of information and communication technologies, as well as applied technology, including through the transfer of knowledge and training;


k. Promote harmony between women’s work and family responsibilities, including by designing, implementing and promoting family friendly policies and services, such as maternal leave and child care facilities, promoting ‘work from home’ scheme for mothers, as well as ensuring job security post-maternal leave, bearing in mind the important role of women in their family;


l. Ensure that all women could enjoy equal access to economic resources, including access to land, access to productive resources, access to micro credit and micro finance, access to science and technology, as well as access to training programs to improve their skills and capacities;


m. Improve women’s access to financial resources by creating programmes to develop their financial literacy, including training to increase their skill to manage their household and business finance;


n. Further ensure that women will gain equal access to employment, including through innovative job creation in areas such as MSMEs (Micro, Small and Medium Enterprises);


o. Intensify effort to prevent all forms of violence against women and girls, including through gender sensitive training for law enforcement official, judiciary official and those who are at the forefront in dealing with cases and victims of violence, furthermore, encourage government to establish victim protection mechanism to help the victims cope with the trauma;


p. Create a framework to ensure the attainment of gender justice by introducing policies and regulations that are inclusive of the poor and marginalized people, including women and afford them access to justice so that they can utilize their resource to overcome poverty and many forms of injustice. Such strategy may include amending legal framework that establish a gendered perspective in law and increase the capacity of judicial institutions, government agencies and civil society organizations in handling cases related to women;


q. Create appropriate programmes under social safety net schemes to help poor women with financial assistance and training to ensure that their basic needs are fulfilled and that they can live a dignified life;


r. Commit to take all measures aimed at eliminating all forms of violence against women living under Israeli’s occupation;


s. Commit to pay similar attention to the situation of women living in conflict.


20. Towards these ends, we encourage OIC member states to continue the existing mechanism within the OIC to discuss lesson learned and to intensify the level of cooperation among members, through joint initiatives whether in the OIC or in the global context;


21. We invite the governments to join the OIC Women’s Development Organization by signing its statute so that the organization could be fully functional and carry its mandate on the advancement of the role of women in development of OIC Member States;


22. We encourage the Independent Permanent Human Rights Commission (IPHRC) to continue to address the rights of women and children in conformity with Islamic principles and values of justice and equality; and,


23. We encourage all related stakeholders including private sector, academics, Civil Society Organizations, philanthropist organizations and the general public to promote gender equality, gender justice and the advancement of women in their work and activities, including through cooperation with the government.
